    • 1 cup skim milk
    • 1 cup low sodium, fat free chicken broth
    • 1/4 cup all-purpose flour
    • 1 tablespoon garlic paste, (or 3 teaspoons minced garlic)
    • 1/4 teaspoon chili powder, or to taste
    • 1 cup shredded cheddar cheese
